The HBS Data Governance and Policy Directoris accountable for leading the definition and execution of a range of data governance activities to manage and protect the company’s Human Biollogical Samples (HBS)data assets, so that they can be used with confidence to maximize value, while legal, ethical and security aspects are safeguarded. 

HBS are fundamental to AstraZeneca’sresearch and development of new, innovative treatments to meet patient needs. HBS are ethically sensitive materials, and the collection, handling and access to HBS are subject to strict laws, regulations, principles and ethical guidelines. These laws and guidelines are complex and vary globally,necessitating the role holder to recommend potential solutions in areas of ambiguity to senior stakeholders (e.g. Chief Medical Office, Chief Data Scientists) as required.

The HBS Data Governance and Policy Director owns the HBS data hub data product and associated processes to provide direction in: data governance strategy and operations, data standards management, data quality management, data policy, complianceand risk management. 

The HBS Data Governance and Policy Director is the senior member and line manager of a team of HBS data product owners, data stewards and data analysts that support the end to end digital processes and platforms that underpin the HBS process in AZ, and is accountable to R&D transformation senior leaders for the efficient delivery and maintenance of these platforms to meet the needs of stakeholders

Data product owners are responsible forthe effective implementation of a range of activities to protect HBS data assets within AZBiosamples and create the data foundations for future AI opportunities. They ensure the data asset can be used with confidence to maximise value while legal, ethical and security aspects are safeguarded. 

The HBS Data Governance and Policy Director will managecontinuous improvement initiatives, including the application of articial intelligence tools,and lead the effective operation of the whole team through collaboration and engagement with peers and key initiatives. The job holder applies data, business, regulatory and soft skills to lead system changes, governance and policy implementation for HBS data assets.

The HBS Data Governance and Policy Directoris responsible for proactive business engagement, partnering with the relevant SET functions to ensure governance and policy deliverables are aligned with regulatory requirements, customer expectations and enterprise data governance strategy and meet the needs of the organisation.

Typical Accountabilities

  • Accountable for the HBS data platforms that support the entire AZ clinical portfolio.

  • Working with key stakeholders in Biosamples, Clinical Development Operations, TAs, Data Office and IT the role supports the implementation of a cohesive strategy across all HBS data products and associated data quality and analytics systems. 

  • Line management and lead a team of data product owners, data analysts and technology specialists supporting the HBS data life cycle.

  • Provide support and solutions to Biosample Compliance & Governance, Clinical Sampling teams around 50+ FTE’s.

  • Embrace AI technologies and champion innovative digital tools to enhance quality, speed, and productivity

  • Liaise across the enterprise and with other data product owners,ensuring the right R&D data products are alignedand used across AZ

  • Ensure coordination between HBS data platforms, solution architecture, information architecture and data governance so that the final Data product meet business, technical and Regulatory requirements.

  • Understand and clearly articulate the business value of theBiosample data products and how they are used by multiple systems and functions across AZ (within and beyond Biosamples).

  • Own, priortise and manage data product backlogs to ensure all consuming systems and products are able toleverage data as needed. This will also include the timely reversal of technical debt.

  • Identify and manage partnerships required to ensure innovative capabilities at the intersection of data science, technology and healthcare.

  • Act as a Champion foran agile, iterative development process driven by design thinking, frequent end-user input, and constant insight generation from data.

  • Manage dependencies in and across releases to complete release phases and milestones.

  • Promote and govern the use of data products across the organisation, ensuring that duplicate data flows are not set up and end users have appropriate training

Essential

  • Proven 5-10 year experience of Data Product processes, technologies and data in a Science / Bioscience area – ideallyHBS

  • Knowledge of and enthusiasm for Artificial Intelligence tools/ platforms and how these can be applied in the role

  • Degree(s) in business and/or sciences, or equivalent. 5 years of proven experience in the pharmaceutical/medical/healthcare industry, consulting, technology, etc.

  • Familiaritywith the key principles andprocesses of Data Management(Governance,Architecture, Modelling, Reference and Master Data, Integration, Storage, and Business Intelligence).

  • Abilityto take business requirements and translate these into technical requirements

  • Ability to rapidly grasp concepts and to manage complexity and ambiguity by simplifying it for others and providing clear directions to delivery teams.

  • Leadership skills, including the ability to solve problems that involve many decision-makers, and develop multiple options/recommendations  

  • Networking skills, ability to interact widely and effectively both within the company (on both an interdepartmental and interdisciplinary basis) and externally 

  • Excellent verbal and written communication skills and ability to build strong relationships

  • Demonstrate strong, communication and relationship-building skills with experience in collaborating and sharing knowledge between teams

Desirable

  • Previous experience in a similar role

  • Knowledge of Drug Development Processes and the diverse sources of information that support, inform and assist in healthcare/clinical research.

  • Familiarity with the latest research and thinking and understanding of dynamics affecting the pharmaceutical industry and needs for transformation.

  • Agile product owner training and certification.

  • Solid Project and/or Product management skills, including managing product backlogs, vendors, budgets, timelines and risks.

  • Experience leading a development team and working in a global environment.

  • Experience bringing innovation to bear on solving complex and multi-dimensional issues from an operational, technical, financial and human perspective.
