Malaysia has a growing healthcare market with a balanced mix of public funded and private out-of-pocket payor systems. Whilst the overall market has consistently grown about 5-6 percent on annual basis, AstraZeneca Malaysia has been growing 2-3X the market growth rate, supported by our newly launched and core brands in Oncology, Respiratory, and Cardiovascular, Renal and Metabolic. Competition in the marketplace is dynamic with a growing focus on access and pricing across public hospitals and clinics, private primary care clinics, private hospitals and retail pharmacy channels. In the last two years, AstraZeneca Malaysia has also made good progress in being a great place to work with pulse scores improvement across engagement, organization effectiveness, training and development and sustainability.

As the Country President, you will lead and develop a sustainable and profitable operation of our marketing company in Malaysia. This includes accountability in handling aspects of sales, marketing, market access, government affairs, regulatory affairs and medical as well as corporate functions such as Human Resources and Finance in ensuring both short-term performance and long-term business success. You will have the primary responsibility to build a high performing country leadership team and organization by hiring high quality people, developing them, retaining the best talents. The Country President (CP) is the Marketing Authorization holders accountable person, for meeting regulations for GxP activities in their market.  The CP is supported by a team of GxP quality professionals.

Accountabilities

  • Establish objectives and strategies, and guide execution plans in alignment with the corporate vision and ambition to achieve profitable growth.
  • Lead and deliver business and organization goals and scorecard objectives, and adapt execution plans considering changing market situations.
  • Working with the country leadership team, build the country business plan that includes sales, cost and profit targets.
  • Formulate the country long-range plans conforming to the company's growth objectives and implement plans agreed with Asia Area Vice President.
  • Arrange and review advice from Global Product & Portfolio Strategy (GPPS) of the products to be marketed and ensure that governmental regulations are met.
  • Direct and oversee operations of both commercial and corporate functions and allocate financial and people resources in the most efficient manner.
  • Hire, develop and retain top talents by ensuring discipline in talent reviews and succession planning and in championing people development activities.
  • Ensure compliance to statutory requirements in the country are met fully.
  • Lead external reputation of the company and raise AstraZeneca Malaysia profile in line with corporate strategy.
  • Represent the company at public occasions (for example, conventions) and in interactions with external parties and present a positive image of the company.
  • Ensure a culture of ethics, integrity, and compliance is embedded in all business practices alongside full accountability for effective oversight and transparent upward reporting of compliance status in partnership with Global Compliance.
  • Be responsible for adoption of the AZ Standard for the Marketing Company Quality Management System (QMS).
  • A member of the Asia Area Leadership Team.

Quality Management System (QMS) accountabilities

  • Ensure each area and quality management activities are adequately staffed (with the required Country Quality Lead) to ensure external regulations and internal standards can be met and pharmaceutical product safety, efficacy and quality are maintained. The assigned employees must have the skills, qualifications and training for the role
  • Ensure management review meetings are conducted and documented on a quarterly basis to review  audit and inspection findings, risks, relevant changes, self-assessment findings and issues and any trends in this.
  • Agree and/or approve the Continuous Improvement Plan and progress reviewed against the plan schedule
  • Ensure a good Document Management process (including local procedures) in compliance with our internal procedures and external regulations
  • Agree and/or approve the local Quality Manual describing the Quality Management activities
  • Ensure there is oversight of our external vendors to ensure adequate GxP standards

Text for GxP specific accountabilities

  • Ensure local GxP activities are adequately supported to ensure external regulations and internal standards can be met and pharmaceutical product safety, efficacy and quality are maintained. Staff working in GxP areas must have the skills, qualifications and training for their role
  • Ensure that local Regulatory and Medical Evidence activities are adequately staffed 
  • Attend management review meetings on a quarterly basis and review audit and inspection findings, risks, relevant changes, self-assessment findings and issues and any trends in this.
  • Ensure a good Document Management process (including local procedures) in compliance with our internal procedures and external regulations
  • Ensure oversight of external vendors providing GxP services for locally controlled GxP activities, to ensure adequate GxP standards
  • Support GXP functions to ensure the following:
  • Significant quality risks and associated mitigation plans are routinely reviewed 
  • Management of issues with delivery of CAPAs
  • That cross functional QMS owners perform self-inspection for their QMS process in accordance with the self-inspection procedure
  • There is cross-functional support provided to the GXP functions for any audit or regulatory inspection
  • The roll-out of training and identification of change owners across functions in the MC
  • The MCP must be trained in incident management and the recall process

Requirements

  • You have proven consistent success in achieving and/or exceeding commercial key result areas including market share growth and P&L management.
  • You bring to this role deep understanding in commercial and financial acumen, preferably having led fast-growing small to medium size business units in pharmaceutical or biotech companies.
  • You naturally develop and grow people who work with you and you have multiple successful stories of people development.
  • You have developed sound and inspirational leadership agility having led and managed cross-functional and cross-cultural teams.
  • You have a strong education background in science and/or commerce, preferably an MBA from a top university.
