Be part of history in the making. AstraZeneca is building its first biologics manufacturing campus in Singapore — a groundbreaking USD 1.5 billion investment that will serve as a global hub for innovation and excellence.

This state-of-the-art facility will deliver end-to-end Antibody-Drug Conjugate (ADC) capabilities with different manufacturing units/buildings in one campus Small molecule- chemical API production

  • Large molecule- monoclonal antibody manufacturing

  • Conjugation

  • Fill-and-finish operations, including sterile filling and lyophilization

  • Final secondary packaging

The campus will be equipped with modern digital and automation infrastructure, enabling autonomous manufacturing powered by artificial intelligence. In addition, it will be designed for carbon neutrality, embedding sustainability into every aspect of operations and setting a new benchmark for environmentally responsible biologics manufacturing.

Accountabilities:

  • Utilities Strategy and Operations: Give to and implement operational goals that achieve strategic objectives for Utilities systems, ensuring reliable, compliant and cost-efficient operation.
  • Project Leadership and Execution: Lead significant engineering functions or handle a group of project engineers, delivering portfolios of programs and projects from inception to completion in line with policies, procedures and standards.
  • Timeline and Cost Management: Own schedules and budgets within your area, controlling scope, risk and change to meet commitments.
  • Collaborator Engagement and Translation: Communicate business needs and translate them into tangible actions, gaining formal agreement and aligning teams behind clear priorities.
  • Operational Readiness and Standards: Collaborate with global and site engineering to ensure project execution meets operational readiness, with strict alignment to AstraZeneca standards.
  • Management of operations: Accountable for operating the campus with available facilities and utilities in the most cost efficient, compliant and sustainable manner. Coach and support team members and external partners to deliver on expectation every day
  • Resource Coordination and Roadblock Removal: Coordinate systems in the team and across the department, proactively removing obstacles to enable efficient delivery.
  • Supplier Performance Management: Actively control supplier performance to safeguard uptime, quality, safety and value.
  • Technical Leadership and Consultation: Apply core technical leadership in daily operations, providing guide support and consultation to collaborators.
  • Demand and Supply Optimization: Handle business collaborator expectations, balancing demand versus supply for effective planning and execution.
  • Performance Ownership: Own and complete KPIs across productivity, quality, safety, schedule alignment and cost, driving best-in-class performance.
  • Team Culture and Capability Building: Create an inclusive, collaborative culture; develop technical expertise across the team by sharing standard methodologies and knowledge.
  • Digital and Data-Driven Improvement: Build analytical problem-solving capability using data analytics and smart technologies to improve performance and decision-making.
  • Continuous Improvement and Sustainability: Champion continuous improvement and enable goals in lean, cost-efficient operations, autonomous manufacturing, environmental sustainability and technology introduction.

Essential Skills/Experience:

  • Shown contribution to the development and implementation of operational goals for Utilities systems aligned to strategic objectives.
  • Experience collaborating with global and site engineering teams to complete projects and achieve operational readiness to defined standards.
  • Demonstrated leadership as a lead engineer for a significant functional area, or handling project engineers delivering end-to-end portfolios.
  • Track record handling project timelines and costs within a defined business area, with accountability for outcomes.
  • Strong technical leadership in daily operations, providing support and consultation to collaborators.
  • Ability to handle collaborator expectations, optimize demand versus supply, and translate business needs into value-creating actions.
  • Experience coordinating systems across teams and removing roadblocks to drive efficiency.
  • Proficiency in controlling supplier performance to ensure reliable, compliant and cost-effective operations.
  • Ownership of KPIs across productivity, quality, safety, schedule alignment and cost, with evidence of performance improvement.
  • Experience building inclusive, collaborative team cultures and disseminating standard methodologies across functions.
  • Proven use of data analytics and smart technologies to develop analytical problem-solving approaches.
  • Evidence of supplying to lean, cost-efficient operations, autonomous manufacturing, environmental sustainability and technology introduction.

Desirable Skills/Experience:

  • Experience scaling utilities strategies across multiple sites or sophisticated manufacturing environments.
  • Sophisticated application of digital technologies in utilities and facilities, including predictive analytics and automation.
  • Strong commercial competence in supplier negotiations and performance frameworks.
  • History of optimally securing collaborator agreement for process implementations and organizational change.
  • Experience driving continuous improvement programs with measurable outcomes in safety, quality and cost.
  • Exposure to sustainability strategies in utilities (energy efficiency, carbon reduction, water stewardship) and reporting against targets.
