Global Capex Procurement Manager
AstraZeneca relies on the design, construction and commissioning of new R&D and manufacturing facilities, in order to bring innovative new medicines to patients. These capital projects are typically fast track, technically demanding, often requiring novel manufacturing technologies, and annual global spend is upwards of USD 2bn. They are executed by AstraZeneca’s Global Engineering function, in conjunction with the Global Capex Procurement team.
We wish to appoint a new Procurement Manager in the Global Capex Procurement team, to be based in Gaithersburg, Maryland. The team is currently located across China, Singapore, UK, Sweden, Ireland, France and the US, and the team manager is based in the UK.
The successful applicant will be responsible for procurement relating to capital projects in the US, which is a key investment location for the company, in particular with major projects in Maryland and Virginia, but also in other states, and potentially other countries.
The main categories of spend in the project are architecture and engineering, construction, consultancy and other services, and there is a critical need to buy complex manufacturing equipment.
The successful candidate will take full accountability for development of project procurement strategies, and successful implementation of sourcing, tendering, negotiations and contracts for various projects.
Typical Accountabilities:
- Leads procurement activities on capital projects, from the project outset
- Works with project team members to assess project drivers, and external market conditions, to develop Project Procurement Strategies. These will include delivery models, such as Design Bid Build and Construction Management At Risk, and pricing models.
- Creates detailed procurement plans for each project, and identifies which project team members shall be involved in which packages
- Researches new vendors in the market
- Manages prequalification of potential vendors, with respect to ethics, safety and financial stability
- Ensures vendors comply with our Sustainability requirements
- Shortlists vendors, in line with category strategies
- Develops tender packages, and manages tenders, via AstraZeneca’s e-sourcing platform, with support from AstraZeneca’s procurement support services hub in Poland
- Leads the assessment of tenders, by procurement and the project teams, and the post-tender vendor meetings and clarifications
- Leads vendor negotiations on price, lead-times, and contract conditions
- Prepares contracts, including all contract schedules, arranges contract approvals and signatures
- Resolves vendor issues, such as performance, delivery expediting, payments
- Leads dispute resolution
- Leads multiple continuous improvement initiatives for the function, such as process development, template and contract improvements
- Undertakes internal and external analysis to assist with internal forecasting, and inform supply market sourcing decisions
- Reports cost savings via the AstraZeneca Value Tracking system
- Complies with all AstraZeneca requirements relevant to the role, e.g. Code of Conduct, contract approvals, third party risk management
Essential Requirements:
- Bachelor's Degree
- Minimum 4+ years of experience
- Previous procurement experience, in the capital project sector
- Oral and written fluency in English
- Knowledge of construction contracts
- Proven ability to manage multiple concurrent tasks effectively
- Demonstrated success working in a team environment
Desireable Requirements:
- Professional procurement qualification
- Experience with electronic tendering systems
- Strong analytical and financial skills
- Construction market knowledge
- Experience of procuring large capital projects, for example above USD50m in value.

The annual base pay for this position ranges from $95,200.00 - $142,800.00 USD Annual. Hourly and salaried non-exempt employees will also be paid overtime pay when working qualifying overtime hours. Base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. In addition, our positions offer a short-term incentive bonus opportunity; eligibility to participate in our equity-based long-term incentive program (salaried roles), to receive a retirement contribution (hourly roles), and commission payment eligibility (sales roles). Benefits offered included a qualified retirement program [401(k) plan]; paid vacation and holidays; paid leaves; and, health benefits including medical, prescription drug, dental, and vision coverage in accordance with the terms and conditions of the applicable plans.
