We are seeking an Associate Director, UK Science and Innovation Policy to join our UK Corporate Affairs Group. The successful candidate will work in the UK Corporate Government Affairs team alongside the UK Communications and Policy team and engaging closely with the Science Unit and UK Leadership Teams to shape science policy in the UK to create an ecosystem that is supportive of the life sciences and innovation that underpins our business.
The person will be active in three main areas:
Public policy development supporting UK research and innovation funding and policy – covering issues such the UK Government’s ambition to increase R&D funding; the establishment of ARIA; the future focus of UKRI funding; developing the use of health data, genomics and digital technology to empower research; revisions to the tax and fiscal environments supporting science; protecting IP; and encouraging a UK regulatory environment supportive of new ways of working that support innovation in healthcare delivery, and product and facility development and regulation
External engagement to build AZ and UK reputation in life sciences research and innovation – including acting as principle point of contact with external science policy organisations, Government and industry working groups and supporting AZ’s UK leaders in science and innovation outreach activities at the national and regional levels (particularly Cambridge).
Contributing to the broader global and EU science policy agenda working with the Science Policy and Relations Director Europe (based in Sweden) including input to European industry and science policy organisations, and supporting bilateral life sciences collaborations with countries key to AZ’s business
This role will require an individual with a deep understanding of science and innovation policy and a demonstrable track record of strategically shaping UK policy with impact. As such, the successful candidate should have a strong existing network into government, the civil service, regulatory and science bodies.
Develop and deliver a strategy to shape the UK science policy environment in line with AstraZeneca’s research and innovation and corporate priorities. Provide written briefings, position papers and presentations for seniors in line with our policy asks.
Understand and influence the Life Science Industrial Strategy and its successors and support and promote AZ’s senior leaders to maximise the impact of their involvement in Government and Parliamentary meetings and platforms as well as their involvement with learned societies, trusts, foundations and academia.
Collaborate with colleagues in external organisations (industry, academia, trade associations, professional bodies, research funders etc) and identify opportunities to leverage the science policy and advocacy work of AZ through joint activities.
Support local leadership team in Cambridge on all aspects of national and regional policy impacting upon the successful growth of AZ within the Cambridge life sciences cluster
Identify and prioritise external speaking opportunities for key senior R&D staff and develop key messages and policy asks. Be well known and connected externally and represent AZ positions at relevant events, meetings and conferences.
Build an effective internal network to identify AZ R&D priorities and positions for inclusion in external engagement opportunities. Be a visible and effective point of contact for internal stakeholders on external UK R&D policy issues.
Work in collaboration with relevant AZ subject matter experts to develop new policy positions where needed.
Understand how to leverage our R&D investment and scientific platforms to advance our corporate and commercial priorities in the UK.
Work closely with internal experts to facilitate external research collaborations and partnerships . Understand, influence and leverage R&D funding opportunities aligned to the AZ innovative product pipeline and advanced manufacturing needs.
Candidate Profile: Minimum Requirements
Solid experience in the science policy/R&D environment gained within Government, industry, academia; healthcare and/or NGO sectors
Outstanding communication and interpersonal skills, high emotional Intelligence and the ability to work collaboratively and influence externally and internally
Ability to interact with senior members from key government agencies, policy makers, professional bodies, leading academic groups
Effective at leading without authority in cross-functional matrix settings
Deep understanding of importance of science policy on the pharmaceutical business
The ability to advocate strongly and credibly with a variety of audiences
Expertise and experience in managing multiple complex internal and external stakeholders
Able to make (and defend) sound judgements on potentially sensitive or controversial issues
A minimum a bachelor’s degree in a scientific discipline
